Definition

"Hypoallergenic" on a cosmetic label is a manufacturer claim that a product has been formulated to produce fewer or milder allergic reactions than comparable products. It is not a certification mark, not a pass/fail test result, and - except for non-binding EU guidance - not tied to any legal definition.
