Four source classes
Primary record
A law, rule, order, filing, advisory, specification, transcript, dataset, or other record inspected at its issuing source.
Reported source
An attributable account gathered by a reporter and evaluated alongside documentary or independent corroboration.
Direct observation
A condition or behavior observed directly, with the circumstances and limits of that observation made clear.
Structural inference
A conclusion drawn from documented relationships rather than direct observation, always labeled as inference.
Claim handling
Anonymity
Anonymous sourcing is exceptional. The newsroom must know the source's identity, understand the reason anonymity is necessary, test the claim independently, and tell readers why the source is not named.
Uncertainty
Unknown scope, disputed facts, incomplete records, and causal inference are identified near the claim they limit. Confidence is not upgraded because a conclusion is urgent or widely repeated.
Corrections and updates
Material factual errors receive a visible correction. Developments that change the state of the record receive an update trail so readers can distinguish later evidence from the original publication state.
